राजविराज, पुस १५ - तराईमा सशस्त्र संघर्ष गरिरहेको जनतान्त्रिक तराई मुक्तिमोर्चा राजन समूहपनि वार्तामा बस्ने भएको छ । सो समूहले दुई तीन दिनभित्रै वार्ता टोली सार्वजनिक गर्ने भएको छ । सशस्त्र समूहसँग वार्ताको मध्यस्थता गरिरहेका माओवादीसम्बद्ध मधेसी मुक्तिमोर्चाका केन्द्रीय सदस्य ज्योति झाले वार्ताको लागि भन्दै सो समूहले मंगलबारदेखि सबै फौजी कार्बाही स्थगित गरेको जानकारी दिएका छन् । पछिल्लो पटक मध्यतराईमा हिंसात्मक गतिविधि चर्काएको सो समूहले यसअघि सरकार वार्ताप्रति गम्भीर नभएको भन्दै वार्ताको वातावरण तयार गर्न सरकारलाई आग्रह गरेको थियो । सरकारले तराईका दुईवटा समूहसँग पहिलो चरणको वार्ता गरिसकेको छ । तराई जनक्रान्ति पार्टीसँग बुधवार वार्ता हुने जनाइएको छ ।

Five hurt in Explosion

SARLAHI, Dec 29 - At least five persons, including four minors were injured in a powerful bomb blast near the local bus park at district headquarters Malangawa on Sunday evening. Three of the injured are siblings. Police said 7-year-old Babita Sah of Malangawa-10, her 5-year-old sister Sita Kumari and 3-year-old brother Rahul were injured. Nitesh Kumar Thakur, 12, of Jamuniya VDC-9 and Prabachan Thakur, 16, of Khutauna VDC-7 in the district were also injured. The condition of Sita Kumari and Nitesh is reported to be critical.

करिब चार जनाको सङ्ख्यामा आएका हतियारधारीले राजविराज-८ स्थित दुर्गा बोडिङ स्कुलमा सुतली बम बिष्फोट गराएका छन् । बम बिष्फोटबाट सामन्य क्षति पुगेको छ । केही दिन यता मधेसी मुक्ति टाईगर्सको नाममा स्कूलका संस्थापक तथा प्राचार्यसँग मोटो रकम माग गरेकोमा नदिएकाले बम बिष्फोट गराएको हुन सक्ने स्कुलका प्रिन्सिपल कुमार पाठकले बताए । बिष्फोट कसले किन गरेको खुल्न भने सकेको छैन।

Transport service halted at Nawalpur-Malangawa section

SARLAHI, Dec 27 - Vehicular movement came to a grinding halt at Nawalpur-Malangawa section along the East-West Highway in Sarlahi district on Saturday following protests carried out by the local residents.

The locals have been obstructing transportation since this morning protesting against a death of a minor in a road accident.

11-year old Raja Babu Mahato was killed when a tractor (Ja 1 Ka 28 78) heading towards Malangawa hit and killed him last evening.

The locals nabbed the tractor's driver and beat him shortly after the mishap.

The police have taken control of both the tractor and the driver.

जनकपुर, पुस ११ - तराईमा सशत्र संघर्षरत संयुक्त जनतान्त्रिक तराई मुक्ति मोर्चा र सरकार बीचको वार्ता पाँच बुँदे सहमतिमा टुंगिएको छ । सहमति पछि मोर्चाले आन्दोलनका सबै कार्यक्रम फिर्ता लिएको छ । जनकपुरस्थित नेपाल राष्ट्र बैंकको अतिथिगृहमा शुक्रबार बिहान सम्पन्न वार्तामा मोर्चाको वार्ताटोलीको सुरक्षाको जिम्मा सरकारले लिने, मोर्चाका कार्यकर्तालाई अन्य राजनीतिक दलका कार्यकर्ता सरह व्यवहार गर्ने, आन्दोलनका क्रममा बन्दी बनाइएका मोर्चाका कार्यकर्तालाई छानबिनपछि क्रमस रिहा गर्ने लगाएतको सहमति भएको छ । डेढ घण्टा चलेको वार्तामा तराईमा सशस्त्र संघर्षरत अन्य समूहलाई वार्तामा ल्याउन मोर्चाले पहल गर्ने र काठमाडौंमा हुने अर्को वार्तामा मोर्चाले आफ्नो माग लिखित रुपमा प्रस्तुत गर्ने सहमति भएको छ । वार्तापछि सञ्चारकर्मीलाई संक्षीप्त प्रतिक्रिया दिँदै सरकारी वार्ताटोलीका संयोजक शान्ति मन्त्री जनार्दन शर्माले वार्ता सकारात्मक भएकाले आगामी दिनमा अन्य समूह्सँग हुने वार्ताको वातावरण तयार गरेको जनाए । यस्तै मोर्चाका वार्ता संयोजक कौटिल्य शर्माले सरकारले माग पुरा गर्नेमा आशावादी रहेको बताए । उनले सहमति कार्यान्वयनमा सरकार इमान्दार हुनुपर्नेमा जोडदिए ।

CBREP calls for saving the nation

25 December: Chure Bhawar Rastriya Ekata Party (CBREP) has denounced and opposed the nude attack on press by Maoist, reports Ghatana R Bichar.

CBREP chairman Keshav Mainali issuing a press statement said that it was unfortunate that Maoist attacked media after advocating its importance.

Chairman Mainali urged the government to take action on preventing the armed groups from banning the use of national Dhaka Topi and burning national flag. Mainali also said that his party would take the responsibility if the government did not take any interest.

In the press statement, Mainali referring to recent statement by TMLP chairman Mahantha Thakur stated that it had become necessary for all patriotic persons to save the nation and nationality.

Thakur had said that there would not be a single Nepal if there were not 'One Madhes One State'.

अज्ञात हथियारधारी समूहले ०६५ पुस ६ गते राति सप्तरीको भगवतपुर गाविस-१ दुर्गापुर बस्ने ४० वर्षीय रामचन्द्र मण्डल खत्वेलाई गोली हानि हत्या गरेको छ । सशस्त्र हथियारधारी समूहले मण्डललाई घरबाट अपहरण गरि गोली हानि हत्या गरेर डाढा गाविस-२ स्थित धान खेतमा फालेको अवस्था प्रहरीले उनको शव फेला पारेको हो ।

 

जिल्ला प्रहरी कार्यालय सप्तरीका अनुसार मण्डललाई सो समूहले ३ गोली प्रहार गरेको जनाएको छ । प्रहरीलाई स्थानीयवासीले आज विहान खवर गरेपछि प्रहरीले शवलाई पोष्टमार्टम गर्न संगरमाथा अञ्चल अस्पताल राजविराज ल्याएको समेत जनाएको छ । स्थानीयबासीको सुराकीको अधारमा दुई सत्ता अघि प्रहरीले मधेशी मुक्ति टाईगर्सका सप्तरी सिरहा व्यूरो इन्चार्ज बेचन यादबलाई हत्या गरेको घटनासंग जोडिएका कारण मण्डलको मृत्यु भएको बताइएको छ ।

वीरगंज-१३ आदर्शनगर निवासी ३६ वर्षीय राजेश क्यालको पुस ७ गते गते बेलुका करिब ६:३० बजेके समयमा अज्ञात व्यक्तिहरूले प्रहार गरेको गोलीबाट मृत्यु भएको छ । दाहिने पेटमा गोली लागेर घाइते भएका क्यालको नारायणी उप-क्षेत्रीय अस्पताल पुर्žयाई उपचार गराउँदै गर्दा मृत्यु भएको हो ।

 

मोटरर्साईकलमा आएका दुई जना हतियारधारीले गोली प्रहार गरेर फरार भएका थिए । घटना लगत्तै ज्वाला सिंह समूहका सैन्य कमाण्ड विवेकले हत्याको जिम्मा लिएको तर केही बेर पछि ज्वाला समूहकै जिल्ला इन्चार्ज तुफान सिंहले घटनामा आफ्नो समूहको हात नरहेको फोन मार्फत जानकारी गराएका थिए । मृतक क्याल चकलेट, कुरकुरे, विस्कुट लगायतको थोक विक्रेता थिए ।

 

घटनापछि आक्रोशित व्यापारीहरूले प्रहरी विरुद्ध प्रदर्शन गरेका थिए तथा सशस्त्र प्रहरीको ना. १ झ ७०४ नं. को भ्यानमा क्षति पुर्žयाएका थिए । उनीहरूले केही बेर माईस्थान चोकमा आगो बाली प्रहरी प्रशासन विरुद्ध चर्का नाराबाजी समेत गरेका थिए ।

Special police squad to combat Terai crime

SARLAHI, Dec 22 - As part of a security plan to contain criminal activities in Terai districts, the Central Regional Police Office deployed what it called a special squad of 60 police personnel on Sunday.

According to Superintendent of Police, Sharad Oli, the team deployed in Sarlahi district will be mobilised in areas bordering Rautahat and Mahottari districts, "where police presence is not that strong and criminal activities are going on unabated".

"Each policeman is armed with SLR (self-loading rifle). The team will be mobilised across the district as and when required," he informed, adding that reinforcement would be called in if needed. On Friday, assailants had shot and killed Prakash Rijal in Jabdi, Sarlahi. Abductions are also on the rise in the district. The police office said that it was acting on a tip-off that underground armed outfits were about to intensify physical attacks in the Terai from December 20. Meanwhile, 100 commandos of Nepal Police arrived in Janakpur of Dhanusha district on Sunday to help with the plan to contain criminal activities in Terai districts.

जब्दी गाविस-९ का ३० वर्षीय प्रकाश रिजाललाई ०६५ पुस ४ गते बेलुका ७ बजे पाँच जनाको सशस्त्र समूहले बाटोमा हिँडिरहेको अवस्थामा गोली हानी हत्या गरेका छन् । रिजाल इन्दु शंकर चिनी मिलमा कार्यरत थिए ।

 

घटना विवरण अनुसार साइकल चढेर घरतर्फजाँदै गरेका पीडितलाई एक समूहले गोली प्रहार गरेका थिए । छातिमा गोली लागि सख्त घाइते भएका पीडितलाई तत्काल प्राथमिक उपचार स्थानीय स्वास्थ्य चौकीमा गराई थप उपचारको लागि लाँदै गर्दा बाटोमा उनको मृत्यु भएको थियो ।

 

राजनमुक्ति समूहले घटनाको जिम्मेवारी लिएको स्थानीय सञ्चारकर्मीले बताएका छन् । तर, प्रहरीले घटनास्थल नजिकबाटै प्रहरीले तराई कमाण्डो फोर्सका दुई कार्यकर्ता दशैं चौधरी र रामविहारी चौधरीलाई लेटर प्याड, रसिद र अन्य कागजातसहित गिरफ्तार गरेको छ । घटनाको थप अनुसन्धान भइरहेको प्रहरीले जनाएको छ ।

Madhesi leaders step up 'one Madhes' rhetoric

As the Constitution Assembly (CA) enters into the statute drafting process, the 'one Madhes Pradesh' demand seems to have come into prominence all over again.

Leaders of Terai parties have started saying there will be no compromise as far as the 'one Madhes' issue is concerned.

Terai Madhes Loktantri Party (TMLP) chairman Mahantha Thakur has even warned that the nation will disintegrate if the one Madhes demand is opposed.

"If there cannot be one Madhes Pradesh there will be no 'one Nepal' either," Thakur thundered while speaking at an interaction programme in the capital on Saturday. Arguing that the country is caught in three-party authoritarianism (of CPN-Maoist, UML and Nepali Congress), Thakur said the three parties will be making a blunder if they undermine the cause of Madhesi people.

In a similar rhetoric, coordinator of Madhesi Janadhikar Forum (MJF) and Ministry for Foreign Affairs, Upendra Yadav, said his party "will not move an inch from one Madhes demand".

Addressing a function in Sunsari district Saturday, Yadav made it clear that MJF had not given up the one Medhes demand, unlike what a section of the party has been saying.

He also criticised senior party leader and physical planning minister Bijay Gachhadar for saying that the one Madhes demand has lost relevance and that Terai parties had quit the demand when they signed an agreement with then government in the wake of last year's mass protests in Terai.

"A minister of our own party went on to say that the party has given up the one Madheh demand. This sort of statement won't be tolerated," Yadav said.

निरौलाको हत्यासँग जोडेर प्रहरीले पुष १ गते राती जनतान्त्रिक तराई मुक्ति मोर्चा राजन समूहका अध्यक्ष रंजित झा अर्थात राजन मुक्तिका बुवा डा.बिद्यानन्द झा र दाजु मनोज झा मुक्तिलाई धनुषाको लक्ष्मीपुर वगेवास्थित निवासबाट पक्राउ गरेको छ । दाजु मनोज आपूर्ती मन्त्री राजेन्द्र महतो अध्यक्ष रहेको सदभावना पार्टीको रक्षा वाहिनीका धनुषा संयोजक हुन् । यस्तै, राजन समूहकै धनुषा संयोजक अभिनाश मुक्तिका बुवा चन्दर साहलाई पनि प्रहरीले पक्राउ गरेको छ । निरौलाको हत्याको जिम्मेवारी राजन समूहले लिएको थियो । निरौलाको हत्याको बिरोधमा पुस १ गतेदेखि धनुषाका सरकारी कार्यालयहरु अनिश्चितकालका लागि बन्द छन् ।

Govt official gunned down in Janakpur

Kumar Niraula, a senior assistant (Nayab Subba), working at the Inland Revenue Office in Janakpur was shot dead by cadres of the Rajan Mukti faction of Janatantrik Terai Mukti Morcha Monday morning.

Niraula, 55, was shot at point blank range near Pidari Maisthan area at around 10:30 am when he was on his way to the office, reports quoting eyewitnesses said. He was shot in the chest and died while being treated at Janakpur Zonal Hospital.

Later, a leader of Rajan Mukti group who identified himself as Abhinash telephoned local journalists and claimed responsibility for the attack, insisting that Nirauala's activities challenged the policies of the group.

The incident comes at a time when the government has initiated negotiation with the armed outfits operating in Terai, but Rajan Mukti group is one of few armed outfits that have rebuffed government's talks offer.

In a recent telephone interview to a Kathmandu-based TV channel, Rajan Mukti said his group had not received the government's invitation for talks, and declared that it would not go for "meaningless talks".

'One Madhesh, One Province' irrelevant: Gachchedar

BIRATNAGAR, Dec 13 - Just a day after leaders of an armed group operating in the Terai stressed on the "One Madhesh, One Province" demand, Minister for Physical Planning and Works and senior leader of the ruling Madheshi Janadhikar Forum (MJF) Bijaya Kumar Gachchedar Saturday said that the issue is irrelevant.

Speaking with journalists in Biratnagar today, Gachchedar said that the demand for 'One Madhesh One Province' was limited to mere sloganeering, as it was not mentioned in the past agreements signed between the government and the United Democratic Madheshi Front.

Leaders of the Madheshi Virus Killers (MVK) who recently held talks with the government have renewed the "One Madhesh, One Province" demand. The MVK, in its 11-point demand submitted to the government during the recent talks, have raised this issue, besides the demand for integrating their 1000-strong "Madheshi army" into the national army.   

In another context, minister Gachchedar also criticised Prime Minister Pushpa Kamal Dahal for the latter's recent remarks that the people could raise weapons once again.

Speaking in the capital yesterday, PM Dahal said that there is need to educate people about the positive aspects of violence in order to ensure that the recent political achievements are not endangered. "There is a strong possibility that the gun will come into hands of the people," added he.

Minister Gachchedar also accused the Maoists of trying to run the government alone by neglecting other ruling partners in the decision-making process.

Moreover, the MJF senior leader opined that the Maoist combatants should never be integrated into the Nepal Army. "However, they can be taken up into other security agencies," added he.

One Killed in Mahottari Jeep Accident

December 13

A member of a marriage party was killed and nine injured when two jeeps collided head-on at Maisthan, Mahottari, along East-West Highway last night.
Twenty-year-old Jitendra Singh died after an Indian jeep, carrying a marriage party from Bihar of India to Sarlahi, and another jeep coming from an opposite direction collided.
The injured are undergoing treatment at Janakpur Zonal Hospital, the police said.

MVK pushes for one Madhes province

Madhesi Virus Killers, an armed group operating in terai district, who sat for peace talks with government on Thursday, said the government must agree on demand for one Madhes province, which it said includes some 24 districts.

Major parties in the parliament have rejected the idea of one Madhes province in the federal Nepal reasoning it would not match the spirit of federalism.

Speaking at the Reporters Club on Friday, Killers' talks team leader Jay Prakash Yadav also demanded for inclusion of his group's militants into the National Army to make it an inclusive national armed force. He said his party has around 1,000 militants and 700 weapons.

Rejecting the allegations that his party is operating from Indian soil, Yadav said he is in favour of taking a peaceful struggle if the government sincerely comes forth to address the demands and grievances of the terai and other marginalised ethnic groups.

He reiterated his usual demand for release of party cadres who were arrested by police authorities in the past.

किलरका जयप्रकाश नेतृत्वको तीन सदस्यीय टोली राजधानी आउने स्रोतले जनायो । टोलीमा विजय र सुरेन्द्रका साथै समन्वयकर्ता ज्योति पनि छन् । टोलीको सुरक्षा व्यवस्था मिलाएको सरकारी वार्ता टोलीका एक सदस्यले जनाए । सरकारी वार्ता टोलीका संयोजक शान्तिमन्त्री जनार्दन शर्माले मंसिर पहिलो साता सप्तरी र सदस्य रामचन्द्र झाले कात्तिकको अन्तिम साता भारतको बिहारमा सशस्त्र समूहसँग अनौपचारिक वार्ता गरेका थिए । भाइरस किलरसँगको वार्तापछि सरकार क्रमशः एक दर्जन सशस्त्र समूहसँग औपचारिक वार्ताका लागि तयार रहेको स्रोतले जनायो ।

सशस्त्र समूहले अघि सारेका मागलाई तत्काल र संविधानसभाबाट पूरा गर्न सकिने गरी दुई भागमा विभाजन गरिएको छ । सरकारी टोलीका एक सदस्यका अनुसार वार्ता टोलीको सुरक्षा, नेता तथा कार्यकर्ताको मुद्दा फिर्ताजस्ता माग सरकारले तत्काल पूरा गर्ने सम्भावना छ भने मधेसको स्वायत्तता, त्यहाँका बासिन्दाको अधिकार, संघीयताको ढाँचाजस्ता मागमा संविधानसभाले निर्णय गर्नेछ ।

सरकारले पूर्वी तराईमा सशस्त्र गतिविधिमा संलग्न २१ समूह पहिचान गरी करिब डेढ दर्जन समूहसँग वार्ताका लागि औपचारिक पत्राचार गरिसकेको छ । तिनमा जनतान्त्रिक तराई मुक्ति मोर्चाका पाँच समूह -गोइत, ज्वाला सिंह, रणवीर सिंह, राजन र पवन), मधेसी टाइगर्स, मधेसी मुक्ति टाइगर्स, मधेसी भाइरस किलर्स, तराई आर्मी, तराई कोब्रा प्रमुख छन् । सरकारले पूर्वी पहाड र चुरेभावर क्षेत्रमा संघर्षरत संघीय लिम्बूवान परिषद्, किराँत वर्कर्स मोर्चा, संयुक्त लिम्बूवान मोर्चालगायत छ समूहलाई पनि वार्ताको प्राथमिकतामा राखेको छ ।

मराजताक्रामोद्वारा बसमा आगजनी

सप्तरी । मंसिर १७ गते मधेस राष्ट्रिय जनतान्त्रिक क्रान्तिकारी मोर्चा (मराजताक्रामा) का कार्यकर्ताले ०६५ मंसिर १७ गते बिहान सप्तरीको तेरहौतामा एक यात्रुबाहक बसमा आगजनी गर्दा एक युवकको बसमा जलेर मृत्यु भएको छ भने तीन विदेशी सहित चालिस यात्रुबाट तीन लाख भन्दा बढीको धनमाल लुटपाट गरेका छन् ।   करिब पाँच जनाको संख्यामा आएका हतियारधारीले काठमाडौबाट कोशी ब्यारेज आउँदै गरेको ना. २ ख ६४५५ नम्बरको सल्लेरी ट्राभल्सलाई बिहान ४ बजे पूवपश्चिम राजमार्ग अन्तरगत सप्तरीको तेरहैता गाविस-६ स्थित सडकमा चालकलाई नियन्त्रणमा लिएर आगजनी गर्दा बसमा सवार करिब ३५ वर्षीय एक युवकको मृत्यु भएको हो । युवकको शरीर पुरै जलेर नष्ट भएकोले पहिचान हुन सकेको छैन ।   उक्त समूहले गुडिरहेको बसको टायरमा पेस्तोलले प्रहार गरी पन्चर बनाएर चालकलाई नियन्त्रणमा लिएर बसमा मट्टितेल छर्केर आगजनी गरेका थिए । आगजनीका कारण बस पुरै जलेर नष्ट भएको छ ।   उक्त समूहले बसमा सवार तीन विदेशीसहित चालिस यात्रीबाट नगद, मोवाईल गरि तीनलाख भन्दा बढिको धनमाल लुटर लगेको बसका चालक बिनोद राईले बताएका छन् । इलाका प्रहरी कार्यालय रूपनिदेखि करिब एक किलोमिटर पूर्वमा भएको उक्त घटनामा लुटपाट सुरु भएपछि यात्रुहरू भागाभाग भएका थिए । हतियारधारीले लखेटी लखेटी लुटपाट गरेको कारण यात्रुहरू सम्पर्कमा आई नसकेकाले यात्रुहरू समेत अपहरणमा परेको हुन सक्ने प्रहरीले जनाएको छ ।   यसैबीच, मधेस राष्ट्रिय जनतान्त्रिक क्रान्तिकारी मोर्चाका सप्तरी इन्चार्ज किसनले मोर्चाले आहृवान गरेको बन्दको अबज्ञा गरेकोले बसमा आगजनी गरेको भन्दै घटनाको जिम्मेवारी लिएका छन् । मोर्चाका सिरहा इर्न्चाज रामनारायण यादवको गत मंसिर ६ गते सिरहामा प्रहरी कार्बाहीमा मृत्यु भएको बिरोधमा मोर्चाले मंसिर १७ र १८ गते सिरहा र सप्तरी बन्दको आहृवान गरेको छ । .......... इन्सेक
